Elka Rouskov graduated from Sofia Technical University in 1992 with an Engineering degree in Communication Systems. Shortly after this her and her family moved to the United States. In 2000 she began her career at Microsoft as a technical Recruiter. After leaving the recruiting industry in 2007 she ventured in new areas that allowed her to learn the traits of arts, business management and charitable organizations. These led to her to be the founding president of the Bulgarian Cultural and Heritage Center of Seattle(BCHCS). BSHCH is a non-profit organization that supports and promotes Bulgarian culture across the US and Canada. Elka Rouskov manages a large board of volunteer and advisory council. She also oversees volunteer project managers and a professional accounting team. She regularly partners with other organizations such as the Ethnic Heritage Center and North West Folklife.
